There's growing concern in Cameron Parish that the "Road Home" plan may be more of a road block for those wanting to rebuild. There are signs of progress in lower Cameron Parish. Here and there a new home has sprung up in the midst of rubble. And even in the areas of most severe destruction it's still a great place to catch a fish--a big fish. Just check out the people fishing in roadside canal.

Still, much of the area is a shell of what it was before Hurricane Rita. There are sad reminders all around of ways of life lost and families who still have far to go to recover. Teddy Broussard lives in a FEMA trailer in Grand Chenier and wants to stay here. He says, "People want to live here. This is a beautiful place and I think they'll do it at any expense with or without FEMA, with or without local government backing them up." But Broussard and other residents had hoped the road home housing plan would be their ticket to recovery. After looking over the current draft he concludes, "If you're in a flood plain, you're not going to get any help."

Despite his earlier declaration that people will return for their sheer love of the area. Broussard admits if something isn't done to rewrite the plan to better help lower Cameron Parish, the people won't be able to come back and rebuild. "The restriction is just so severe it's best to forget about it because we have a choice here. Either we rebuild the way we can afford or we won't be able to rebuild. This is the thing that's going to hurt us most. We can't conform to their requirements."

The action plan for spending recovery funds must be approved by the Louisiana Recovery Authority, the Louisiana Legislature and the U.S. Department of Housing and Urban Development.
